Governance and Public Administration Comunity of Practice

 The community of practice on “Governance and Public Administration" will underline the centrality of good governance to improving Africa’s development prospects due to the crucial role of institutions in development and the importance of promoting participatory approaches to development. Focus in this thematic area would be in promoting and monitoring progress towards good governance in all its dimensions and will also support the APRM, promote the institutional effectiveness of governance institutions, encourage participatory development and support actions to strengthen the African media.

Governance and Public Administration's sections

APRM

APRM is a voluntary self-assessment mechanism used to assess the performances of member States in terms of their compliance with a number of agreed codes, standards, and commitments that underpin the NEPAD's good governance and sustainable development framework.

Civil Society

Civil Society Section's focus is to strengthen civil society participation in improving good governance practices for creating an enabling environment and building a strong foundation for peace and sustainable development in Africa.

Public Administration

This section focuses on Assisting African Countries to improve their public administration systems and public services delivery in line with the increasingly changing and complex challenges of managing democratic and pluralistic societies.

The focus of the Private sectors section is to foster a sustainable and stable business environment for the creation of viable private sector and enterprises in African member States.

The Governance and Public Administration division is also involved in the process of:

Good governance

ECA will provide support to member States on political, economic and corporate governance and on institutional-effectiveness issues. This will help address the capacity deficits in governance institutions identified in the ECA country governance surveys and in country assessments under the APRM. Such support will include training for senior policymakers and other stakeholders focused on issues relating to the principles and objectives of good economic and corporate governance.

Anti- Corruption

Corruption is a major threat to Good governance, Sustainable development, Democratic Process, Fair business practices and it's a global phenomenon with strong international dimension in Africa.  It's up to us to fight this, as The fight against corruption can not simply be limited to the state, there must also be political commitment, Until it becomes a battle that engages all stakeholders, stand-alone interventions such as the establishment of national corruption commissions … won't make a difference”.  said Okey Onyejekwe, Director of ECA's Governance and Public Administration Division (GPAD) at the closing press conference of The international conference on “ Institutions, Culture and Corruption in Africa”

Peace building

Overcoming the effects of violent conflict is a major challenge facing several African countries and initiatives have been put in place in support of this process. The UN has established a Peace Building Commission while AU has a Peace and Security Council in place. ECA though this service line will support collaboration with AU and the Peace Building Commission in enhancing capacity in the affected countries, for formulation and implementation of post-conflict reconstruction and development programmes and projects.

Fellowship Opportunity for ECA Staff at Johns Hopkins University, Washington DC.

 The fellowship opportunity contained in the Memorandum Of Understanding signed by ECA and The Johns Hopekins University allows ECA staff wishing to conduct research and critical reflections on issues of African development to do so for a few months at the university. The fellowship, which is part of the African Studies programme of JHU, done annually on a competitive basis will however privilege ECA staff in the selection of fellows.

The 9th December marks the "International Anti-Corruption Day"

Meetings and Conferences:

  1. A high level panel of governance experts chaired by Prof. Okey Onyejekwe, head of the Governance and Public Administration Division for ECA,  took  part in a round table discussion on the theme:  “Towards the United States of Africa” on 7th May 2009.
  2. Ad Hoc Experts Group Meeting on "Assessing the efficiency and impact of national anti-corruption institutions in Africa"  was held in on 16-17 Kigali-Rwanda
  3. A workshop on the “Sensitization of the main national stakeholders on African Peers Review Mechanism – APRM took place on 17 and 18 December 2008 in Djibouti.
  4.  International Corruption Conference in Addis Ababa opens with calls for Africans to take lead in discourse on the problem in Africa       “ Institutions, Culture and Corruption in Africa ” with a call for more African “agency” in the discussion and fight against the corruption, held in  Eca- Addis Ababa 13-15 October 2008. 
  5.  A workshop on  “Enhancing the Role and Effective Participation of Parliamentarians in the APRM Process”  Dar es Salaam, Tanzania,12 -14 November 2008.

This online discussion on Improving the role of National Anti-Corruption Institutions in Africa aims to provide a platform which will allow various participants representing NACIs, civil society organizations, the academia, policy and decision makers and all interested stakeholders to exchange ideas, share experiences, good practices and come up with valuable contributions to boost the effectiveness of national anti-corruption machineries in Africa.
