Anti corruption In Africa

Corruption is a global phenomenon with strong international dimension in Africa therefore: “The fight against corruption can not simply be limited to the state, there must also be political commitment, Until it becomes a battle that engages all stakeholders, stand-alone interventions such as the establishment of national corruption commissions … won't make a difference”. said Okey Onyejekwe, Director of ECA's Governance and Public Administration Division (GPAD) at the closing press conference of The international conference on “ Institutions, Culture and Corruption in Africa”


After the  international conference on " Institutions, Culture and Corruption in Africa"   jointly organized by the Economic Commission for Africa (ECA) and the Council for the Development of Social Science Research in Africa (CODESRIA), in Addis Ababa from 13th-15th October 2008 which was a major intervention in promoting an African led discourse and agenda on anti-corruption in Africa with  participants in attendance from more than 22 countries.


 One of the main decisions of the conference is that ECA should create a major information and e-discussion hub on anti-corruption in Africa. In furtherance of this decision, ECA is putting on-line a web portal in order to continue the dialogue, share information and provide a knowledge base on anti-corruption in Africa.


The objectives of the Anti- Corruption portal :


  1. Facilitate on-line dialogue, exchange of ideas and information sharing on anti-corruption in Africa;
  2. Create a community of practice on anti-corruption in which good practices on anti-corruption initiatives, policies and programmes can be showcased on the continent;
  3.  Create a knowledge base on anti-corruption in Africa;
  4.  Bring different stakeholders (policy makers, academics, policy intellectuals, bureaucrats, parliamentarians and civil society actors amongst others) together in discussing and exploring solutions to the problem of corruption in Africa;
  5. Inform on activities, programmes, and events being undertaken by different institutions on corruption in Africa;
  6. Promote partnership and collaboration on anti-corruption in Africa;
  7. Finally to influence and help shape policy and programmes on anti-corruption in Africa with a view to reducing, if not eliminating the problem of corruption in Africa in line with the UN Convention on Corruption and the African Union Convention on Preventing and Combating Corruption in Africa.


 News and Updates on the process of the Anti-Corruption on the Continent:

GPAD/ Public Administration Section launches an E-discussion on Improving the role of National Anti-Corruption Institutions in Africa.

This E-discussion aims to provide a platform which will allow various participants representing NACIs, civil society organizations, the academia, policy and decision makers and all interested stakeholders to exchange ideas, share experiences, good practices and come up with valuable contributions to boost the effectiveness of national anti-corruption machineries in Africa.

1. An Ad Hoc Expert Group Meeting on" Assessing the efficiency and impact of national anti-corruption institutions in Africa" to be held in Kigali, Rwanda on 16-17 February 2009.

2. ECA is currently at the forefront of the regional anti-corruption agenda and the Commission has adopted a holistic approach at combating corruption. These include engaging major stakeholders, including the judiciary, national anti-corruption institutions, parliament and the pan-African body of national anti-corruption institutions in Africa, on the problem.

3. In 2006 and 2007 ECA conducted a study on: "Deepening Judiciary Effectiveness in Combating Corruption " and convened two ad-hoc expert meetings on the findings of that study. The report on the study and its related expert meetings will soon be published and widely disseminated.

4. ECA is also currently undertaking a study on "Assessing the Efficiency and Impact of National Anti-corruption institutions in Africa”. In February 2009, the Commission will convene an ad hoc expert group meeting of Heads of national anti-corruption institutions to present the findings of the study to them.

5. In addition, Civil Society Organizations have a crucial role to play in the fight against corruption in Africa especially as intermediaries and effective actors in monitoring and reporting corruption in the interest of their constituencies and the larger society. CSOs can develop and carry out comprehensive research, and design advocacy mechanisms that will be useful in the fight against corruption in Africa.It is in this regard that ECA is undertaking training workshops for civil society organizations on "Monitoring and Reporting Corruption in Africa”.
