“ Reshaping Governance System to “Delivering as One” in Building Capable, Accountable and Responsive States”

The purpose of the discussion is to generate a constructive and fruitful exchange on the need and modalities to rethinking the governance system in West Africa, with the  view of Building Capable, Accountable and Responsive States towards the establishment of a good administrative, cultural, social, economic and political governance.

 Capable : the extent to which government has the money, people, will and legitimacy to get things done ;

Responsive : the degree to which government listens to what people want and acts on it, and

Accountable : the process by which people are able to hold government to account.

 What is the Context?

One of the main challenges facing African countries is the establishment of a coherent and effective Governance System so as to address the continent’s priorities to cope with the challenge of globalization.

Bad management of natural, mineral, human, financial, and institutional resources the continent is endowed with, the fratricide conflicts that have characterized Africa’s contemporary history in general and West Africa in particular, illustrate the bad administrative, social, economic, and political governance widely criticized.

As a matter of fact, it is true that the West African countries (like the others parts of the continent) may draw the basis for their socio-economic launch if the governance system is an adequate one.

How can we make capable, responsive and accountable states in West Africa? Which priorities, which mechanisms, and modalities should be carried?

How do we harness the collective will and determination to ensure good administrative, cultural, social, economic, corporate and political governance at local, national, regional and global levels? Which actors and which tasks?

These are the main issues to be discuss online in two steps : before, during and after the High Level Expert Group Meeting.
