Up one level

The UN Secretary General’s High Level Panel report on System Wide Coherence advocates for the UN System to ‘Deliver as One’ to overcome fragmentation and increase impact and efficiency of its assistance and coherence of its actions. However, lengthy inter-governmental negotiations are required to implement the report’s recommendations, many of which would mean an important change in the way that UN’s higher level structures work. In the meantime, the UN Secretary-General has decided that the UN System in the field could move ahead with the ‘One UN’ pilot in a number of countries. Upon the request by the Government, Rwanda and Tanzania were selected as one of the eight pilot countries in January 2007, in addition to Albania, Cape Verde, Mozambique, Pakistan, Vietnam and Uruguay.

Since January 2007, Tanzania has been one of eight countries around the world piloting the Delivering as One UN reform initiative. Through the reform process, the UN in Tanzania aims to provide more coherent and effective support to national development priorities by strengthening its policy advisory role and technical assistance to the Government. The process of change jointly initiated during the Delivering as One pilot phase will continue in 2009 – 2010 and beyond to realize the full potential of the reform process. By Delivering as One, the UN hopes to see the Government succeed in reducing poverty through pro-poor growth and accelerating human development so that Tanzania can achieve the goals of its National Strategy for Growth and Reduction of Poverty in mainland and Zanzibar (MKUKUTA and MKUZA), and more broadly, attain the Millennium Development Goals (MDGs) by 2015.

Internal Bulletin Delivering as One UN by Julien Bucyabahiga — last modified 2008-12-10 10:47
Since January 2008 UN agencies in Rwanda are working under the One Programme. The One Programme is based on 6 thematic areas; Governance, Environment, Health Population and Nutrition, HIV, Education and Social Protection and Sustainable Growth. In order for the One Programme to be successfully implemented all UN Staff needs to be informed about the content and implications of the reform. Some activities targeting the UN staff has been carried out such as all staff meetings, an internal launch of the One Programme, a Q&A for staff on the Delivering as One UN. To further strengthen the internal communication the UN Communication Group (UNCG) has launched an internal Bulletin for the UN in Rwanda, increased knowledge on the One Programme and the implications of the Delivering as One UN reform for individual agencies.
