SURVIVAL The number of infants who do not survive the neonatal period, or 28 days of life, can be used to gauge survival or access to life. It is estimated that roughly 45 percent of deaths among children under-five occur during this period (7). This situation is often a reflection of exclusion from and the quality of health facilities (WHO, 2002). The measurement of exclusion in this area is computed using national neonatal mortality rates at national levels, as compared to the average neonatal mortality rate in lower middle-income countries. |

| The procedure is as follows We determine the minimum value of mortality at the sub-national level, i.e. taken among all sub-regions within the country in a given year. This becomes our new reference value, and referred to as $$min(Nm_{0-28}^{Sub})$$ or $$min(Nm_{0-28}^{Sub})=Nm_{0-28}^{SubRef}$$ Hence, the new formula becomes: $$[dEx^{Nm}]=\frac{Nm_{0-28}^{Subi}-min(Nm_{0-28}^{Sub})}{Nm_{0-28}^{Subi}}$$ Where: $Nm_{0-28}^{Sub}$ is the minimum reference value for infant mortality at the sub-national level. and $Nm_{0-28}^{Subi}$ is the sub-national estimates of child mortality [0 – 1] year for each sub-region.
