UNECA KMSS Library Terms of Use for External Users
The Unite Nations Economic Commission for Africa, Knowledge Management Service Section/Library has been renovated with modern facilities and acquired more print and digital resources to meet the needs of its users. In its bid to strengthen academic collaboration, support research community engagement and optimize use of its renovated facilities; the Library provides access to its facilities and resources to users who are affiliated to a recognised univeristy, research institution, diplomatic missions, government and non-government organizations within its capacity limits.By submitting your registration, you confirm that you have read, understood, and agree to comply with these Terms of Use.
Access to the Library is a privilege granted at the sole discretion of the United Nations Economic Commission for Africa's Knowledge Management Services Section (KMSS) and may be withdrawn at any time.
1. Eligibility Confirmation
By registering, you confirm that:
- You are affiliated with a recognized university, research institution, diplomatic mission, government or non-government organization
- You have provided accurate and truthful information.
- You possess valid government/University/Employer-issued photo identification.
- You have no criminal record that would restrict access to institutional facilities.
- You will immediately notify the Library if your affiliation status changes.
- Providing false or misleading information may result in immediate rejection or revocation of access.
2. Nature of Access
Library access granted to external users:
- Is a privilege, not a right.
- Is non-transferable.
- Is valid only for the approved duration.
- May be modified, suspended, or revoked at the Library’s discretion.
- Access is limited to designated areas and services.
3. Staff Priority and Capacity Management
UNECA staff and authorized internal users have priority access to Library facilities at all times.
External users acknowledge that:
- Access may be restricted or temporarily suspended during high-demand periods.
- Seating, study rooms, and resources may be limited.
- The Library may deny entry once capacity limits are reached.
- No compensation or alternative arrangements will be provided in such cases.
4. Identification & Entry
ECA Library users must:
- Present their Library ID upon request.
- Not share their Library ID with others.
- Use only their assigned access credentials.
- Comply with all entry and exit control procedures.
- Impersonation or misuse of credentials may result in permanent revocation.
5. Acceptable Use of Facilities
Users agree to:
- Maintain a quiet and respectful study environment.
- Follow staff instructions promptly.
- Respect other users.
- Use facilities, furniture, and equipment responsibly.
- Respect designated quiet zones and study areas.
- Leave work areas clean and orderly.
The following are prohibited:
- Disruptive, aggressive or threatening behavior.
- Harassment, discrimination or intimidation
- Commercial activities.
- Unauthorized events or group gatherings.
- Sleeping in the Library.
- Consumption of prohibited food or beverages (per policy).
- Accessing staff-only or restricted areas.
- Tampering with equipment, safety systems, or security infrastructure
6. Safety & Security
Users must:
- Comply with emergency and evacuation procedures.
- Keep Rest Rooms clean as a courtesy to the next person.
- Report suspicious activity to staff.
- Follow all health and safety requirements.
For safety and security purposes:
- The Library premises may be monitored by CCTV and other security systems.
- Entry and exit activity may be logged electronically.
- Access records may be reviewed in case of incidents or investigations.
- By accessing the Library, you acknowledge and consent to such monitoring in accordance with applicable data protection laws.
7. Use of Resources
- Materials are for on-site use. Borrowing privileges may be granted through MoU with affilited Institution.
- Electronic resources must be used in accordance with licensing agreements.
- Downloading, sharing, or distributing licensed content unlawfully is prohibited.
- Violation of licensing terms may result in immediate suspension.
8. Personal Property and Liability
- Users are responsible for their personal belongings.
- The Library is not liable for:
- Loss, theft, or damage to personal property.
- Temporary denial of access due to operational needs.
- Service interruptions or facility closures.
- Users are financially responsible for damage to Library property caused by negligence or misconduct.
9. Indemnification
To the extent permitted by law, external users agree to indemnify and hold harmless the UNECA and its staff from claims, damages, losses, or expenses arising from:
- Violation of these Terms.
- Misuse of Library facilities or systems.
- Unlawful or negligent acts committed while on Library premises.
10. Data Protection
Personal data collected during registration and access monitoring will be processed for:
- Identity verification
- Access control
- Security and incident management
- Administrative purposes
- Access logs may be retained in accordance with institutional policy and legal requirements.
11. Sanctions & Enforcement
Failure to comply with these Terms may result in:
- Verbal or written warning
- Temporary suspension of access
- Permanent revocation of library user ID
- Referral to affiliated institutions.
- Referral to appropriate authorities in serious cases
- The Library retains sole discretion in determining appropriate sanctions.
- The Library’s decisions regarding access are final.
12. Amendments
These Terms may be updated at any time. Continued use of the Library constitutes acceptance of the current version.
Library Conduct Rules
Users of UNECA's Library facilities and resources are expected to behave in a manner that is consistent with the Library's policies and does not disrupt its peace, order, or proper functioning. Access is granted only for quiet use of its resources and facilities. Users must follow general conduct rules, avoid disturbing others, and refrain from disruptive or prohibited behaviors as detailed below:
Users must:
- Maintain a quiet and respectful study environment.
- Follow staff instructions promptly.
- Respect other users.
- Use facilities, furniture, and equipment responsibly.
- Use designated restrooms appropriately and cleanly as a courtesy to the next person.
- Respect designated quiet zones and study areas.
- Leave work areas clean and orderly.
The following are prohibited:

- Commercial activities.
- Unauthorized events or group gatherings.
